Provisions
The permalink targets. Four provisions are published as pages; the remaining 496 paragraphs are modelled in the vault and land here as the re-derivation pass reaches them. Every page carries the citation, both hashes, the retrieval record, the reading and the crosswalk edges — which are currently empty everywhere.

Ghosted rows have a positional hash and no page. They are listed rather than omitted because the hash is already stable and already citable — the address exists before the page does, which is the point of deriving it from the position rather than from the content.
